I am using the i9-10900F (20 virtual cores) on TN-Grid, which uses AVX and probably would run as hot as Rosetta (Ubuntu 20.04.2).
It is the low-power 65-watt version, and the temps are fine, with package id 0 being 51 C.
In fact, it is a degree or so cooler than the i7-8700 (12 virtual cores) that it replaced. It is using the Cooler Master Hyper 212 Black Edition CPU Air Cooler.

But each core does not run quite as fast either, though I gain overall.

If you go up to the full power (125 watt) version, you would probably be better off with a liquid cooler.

Rosetta doesn't work the CPU nearly as hard as many other floating point intensive projects do.

Having said that, all current Intel CPUs are very power hungry (and due to the way motherboard manufacturers implement the power limiting modes (or don't implement them), current Intel CPUs can use well in excess of their rated power- and their temperatures are correspondingly extremely high (100°c for some AVX loads)), and even if i were running the much more efficient Ryzen series i wouldn't use anything other than water cooling these days on any CPU that has 6cores/12threads or more.
But then my systems have to deal with ambient temperatures in the very high 30s°c/ low 40s°c.

I am in a cool basement at 22 C or less. On all my Ryzen 3600 (12 virtual cores) I use the Cooler Master air cooler, and they are fine at 79 C or less (with a GTX 1070 on Folding) or 71 C (without the GPU operational).

I use 120 mm (single fan) water cooling on a Ryzen 3950X, which keeps it at 83 C. I will be upgrading that to a 240 mm (double fan) one this summer, being the ARCTIC Liquid Freezer II in both cases. That is not so much because the Ryzen 3950X needs to be cooler, but so that I can move the 120 mm water cooler to my 3900X. At the moment, it is just using the supplied AMD fan. Surprisingly, it is keeping it at 85 C. But that is without a GPU operating on the 3900X, though I am running a RTX 2060 on the 3950X. The GPU adds significantly to the heat load when you are using air cooling.

My Cooler Master ML240s are able to keep my i7-8700Ks at 70°c even when the ambient temperature is around 37°c, and the CPUs are running heavily optimised AVX code along with 2 GPUs also running heavily optimised GPU compute applications (GPU temps around 80°c). A Corsair Obsidian 750D Airflow edition case helps with the airflow going into & out of the system.

So it appears the answer to my question is 'you shouldn't' without more aggressive cooling measures. That should keep the number of participants in check with these cpu's.

I think water cooling is inevitable for the larger CPU core counts for any project. Rosetta is not particularly bad, it just requires more memory than most.

I expect most people will be willing to do what it takes.
