What's wrong here ?

I have never used "sudo -u" but the HTTP error suggests you may have the wrong URL. Should the second URL also include "/rosetta"?

He's just specifying a user to execute the command as instead of the account he's logged in with. Alternatively, you could add your normal user to a group "boinc" and give that group read/write on /var/lib/boinc.

after the --join_acct_mgr switch, the target url doesn't have /rosetta after boinc.bakerlab.org. I'm not sure if it's mandatory or not; however, I have never tried it without /rosetta.
